Can I buy hosting without domain ?

Absolutely yes.

Hosting accounts can be purchased without domains If needed.

If you already have a domain name and only need a hosting account, select I will use my existing domain and update my nameservers when selecting any hosting packages. Once you receive the hosting account over the email, follow the instructions and change your nameservers to point to The Elector.

If you don't have a domain name yet, you can put a temporary domain name in the field or even domain.theelector.com this will allow you to used the hosting without a domain, however, if you are seeking to build a website then a domain name will be required. The primary domain name can always be changed if needed.
